My organisation
CIS Center offers comprehensive solutions for exporting chemical products and navigating international regulatory requirements. We support companies at every stage of market entry – from Safety Data Sheet (SDS) development to full-scale product registration in foreign jurisdictions, including the EU, Turkey, South Korea. In total we have facilitated import to more than 20 countries via providing chemical regulation compliance services. It assists companies in meeting complex international requirements and overcoming technical barriers to trade by ensuring full compliance with national and regional regulations. In addition, CIS Center provides services in standardization, including the development and approval of Technical Specifications (TU). TU are regulatory documents developed by manufacturers for products not covered by existing standards (GOST, GOST R) or where such standards are not applicable. TU define requirements for composition, properties, quality control methods, packaging, labeling, transportation, and storage of products, and are developed in accordance with GOST R 1.3-2018. TU are essential for placing products on the market, conducting conformity assessment procedures, and ensuring consistency of product requirements within organizations and across supply chains. We ensure a full support – from identifying the appropriate type of regulatory document to registration and updating of TU in accordance with Russian legislation. CIS Center developed the IAS “MAYAK” – an information and analytical system designed to automate the processes of collecting, storing, processing, exchanging, and disseminating information on chemical products. IAS “MAYAK” streamlines digital document flow for expert review and registration of Russian Chemical Product SDS, supports enterprises in managing chemical product data, helps regulators maintain substance lists and collect production/import statistics, and provides experts with a unified environment for knowledge exchange, risk assessment, and document development. As part of its sustainability initiatives, CIS Center developed the EDP Center, the first Russian independent Environmental Product Declaration (EPD) program. It provides companies with the opportunity to register EPDs in accordance with international standards such as ISO 14025, ISO 21930, EN 15804 and other applicable frameworks. EPDs are used to disclose environmentally significant information about products across their full life cycle, covering more than 15 impact categories, including global warming potential (carbon footprint), eutrophication, acidification, water resource depletion, and abiotic resource depletion. We provide end-to-end consulting support, guiding companies through all stages of EPD development and registration. CIS Center also offers services for greenhouse gas (GHG) emissions accounting in accordance with international standards such as ISO 14064, the GHG Protocol, and other corporate frameworks. Our experts support projects through verification processes and provide consulting services for the development and implementation of climate projects across various industries, including assistance with validation and verification procedures. CIS Center also delivers educational and capacity-building programs, including seminars and corporate training on Safety Data Sheet development and Life Cycle Assessment (LCA). CIS Center is also actively engaged in international negotiations and global regulatory processes. Its experts participate in major international platforms, including the Global Framework on Chemicals (GFC), Intergovernmental Science-Policy Panel on Chemicals, Waste and Pollution (ISP-CWP) contributing to the development of global chemical safety policies. The CIS Center’s experts were involved in the ICCM5 negotiations, where they supported the representation of national interests, including those of domestic chemical manufacturers. In addition, the CIS Center is engaged in the development of the BRICS PartNIR Working Group on the chemical industry. The Working Group is aimed at creating favourable conditions for the development of cooperative ties between business communities and regulators of BRICS member states in the field of the chemical industry and chemical products. It also focuses on establishing a multilateral framework for interaction between businesses and regulators to promote mutually beneficial, long-term, stable, and regular cooperation across the BRICS space. CIS Center combines regulatory expertise, sustainability tools, and international engagement to help companies confidently enter and compete in global markets.
